View original image[Asia Economy Reporter Park Jong-il] Seongdong-gu (Mayor Jung Won-oh) is conducting a campaign to improve the title of apartment security guards to "Gwanliwon" (Manager) across all 146 apartment complexes in the area.
To raise the self-esteem of apartment security guards, who are socially considered the lowest among the lowest, and to foster a culture of mutual respect in multi-family housing through improved social awareness, the district has actively prepared measures for this improvement.
In the reality where human rights violations, job insecurity, and unfair treatment of apartment security guards?so-called "gapjil controversies"?continue to emerge as social issues, especially in Seongdong-gu where 81% of residents live in multi-family housing and 938 apartment security guards are employed, the district has been making continuous efforts regarding their human rights.
Accordingly, last September, the district conducted a survey on "Improvement of Security Guard Titles" targeting security guards, noting that negative opinions were dominant regarding the image of the apartment security guard title, while positive opinions overwhelmingly supported improving the title.
Among new titles, "Gwanliwon" (Manager), "Boan-gwan" (Security Officer), and "Jeongbiwon" (Maintenance Worker) were suggested, with "Gwanliwon" being the most selected, and these opinions were actively reflected.
Therefore, the district plans to actively promote the campaign to improve the title of apartment security guards to "Gwanliwon," along with encouraging polite language use, respecting break times, and refraining from demanding unfair tasks.

Jung Won-oh, Mayor of Seongdong-gu, said, "Especially during the COVID-19 era, the district has made many efforts regarding the human rights of essential workers who deserve respect," and added, "Through the campaign to improve the security guard title, we will foster a culture of mutual respect in multi-family housing." He also expressed his commitment, saying, "We will do our best to ensure practical improvements in working conditions, such as installing heating and cooling facilities at security posts and creating rest areas for security guards, through related ordinance revisions."
