A puppy, whose umbilical cord had not yet been cut, was found abandoned inside a designated waste disposal bag in a residential area of Sasang-gu, Busan, sparking outrage.
According to the animal protection organization Life on the 24th, a citizen discovered and rescued the puppy abandoned inside a designated waste disposal bag in a residential area of Sasang-gu, Busan, at around 6:40 p.m. on the 19th.
Mr. A, who found the newborn puppy that almost lost its life at the waste disposal site, said he heard the puppy's cries and looked around. The puppy was wet and abandoned without its umbilical cord being cut.

Mr. A explained, “I heard the puppy crying painfully and thought it was stuck between the walls. When I got close to the 30-liter designated waste bag and looked inside, I found a puppy that could barely open its eyes wrapped in multiple layers of bags.”
Life stated that the rescued puppy was transferred to an animal hospital cooperating with the animal protection organization for treatment and is currently in a stable condition.
Life plans to file a complaint with the Sasang Police Station in Busan on the same day, requesting an investigation and punishment for the person who abandoned the puppy on charges of animal abuse.
Since the amendment of the Animal Protection Act in February, previously only fines were imposed for abandoning animals, but now those who abandon animals will face a trial and can be fined up to 3 million won. A criminal record will also be created.
