Gwangju Public Rental Tenants "State Should Mediate Arbitrary Auction by Debt-Ridden Rental Operators"

The Haegwang Shangri-La Tenant Joint Response Council in Seonun District, Gwangsan-gu, Gwangju Metropolitan City (hereinafter referred to as the Council) issued an appeal in front of the old health center on the morning of the 23rd, stating, "The reality for tenants living in 5-year sale-conversion rental housing is like walking on thin ice every day," and added, "The landlord is indefinitely delaying the sale despite the expiration of the rental obligation period and is undermining community harmony by arbitrarily dividing tenants with unfair standards."
The tenants of the public rental apartment Haegwang Shangri-La signed a contract in 2014 with the then construction company Haegwang Construction on the condition of sale conversion after the 5-year rental period ended.
However, about two weeks before the rental obligation period expired at the end of 2019, Haegwang Construction suddenly sold the rental business rights to (Ltd.) Global Wooshin, causing an indefinite delay in the sale.
Subsequently, Global Wooshin registered a mortgage on the rental apartment and, claiming inability to repay the debt, applied for a voluntary auction.
During this process, some tenants of Haegwang Shangri-La also filed a complaint with Gwangsan-gu against Global Wooshin for illegal mortgage rights.
The Council claimed that tenants are burdened with all the debts and are at risk of eviction.
The Council lamented, "Due to the landlord's auction application to enforce the creditors' security rights, dozens of households have already received auction commencement decisions," and added, "Certain creditors, including a savings bank, are using the auction as a weapon to corner tenants by disregarding the illegal mortgage and undermining tenants' priority sale status and ownership transfer during negotiations."

They emphasized, "We will fight so that not a single tenant is unjustly evicted from their home," and urged, "The state must step in to investigate the landlord and related parties who committed illegal acts such as mortgage registration and voluntary auction."
