Systematic Case Identification and Support for Children and Adolescents Using Facilities Separated from Guardians
[Asia Economy Reporter Lim Cheol-young] The Seoul Social Welfare Public Interest Law Center within the Seoul Welfare Foundation signed consecutive legal support agreements on the 23rd with the Seoul Child Welfare Association and the Seoul Child Group Home Support Center. The goal is to actively identify and promote support for cases to prevent children and adolescents in facilities and group homes from facing economic risks due to inheriting debts from deceased parents.
According to this agreement, when cases requiring legal support related to inherited debts of children and adolescents in affiliated facilities and group homes arise, the Seoul Child Welfare Association and the Seoul Child Group Home Support Center will refer them to the Public Interest Law Center. The Public Interest Law Center will provide various legal services, including counseling and advice to prevent inherited debts.
Lee Sang-hoon, Director (Attorney) of the Seoul Social Welfare Public Interest Law Center, said, “For children and adolescents using facilities, special attention must be paid to ensure they do not inherit their parents' debts.” He added, “Since the two representative organizations supporting child facilities in Seoul readily understood the purpose of the ordinance, we will provide the best legal support services through mutual cooperation so that children and adolescents in Seoul can grow up without worries about inherited debts.”
Lee So-young, President of the Seoul Child Welfare Association, said, “A safety net of free legal support has been established for our children who could fall into crisis due to inheriting their parents' debts, eliminating worries about sudden unexpected difficulties.”

Following this, Park Ja-young, Director of the Seoul Child Group Home Support Center, said, “This project by the Public Interest Law Center aims to prevent our children from bearing the tremendous burden of bankruptcy before becoming independent due to their parents.” She added, “We will actively promote this not only to children currently living in group homes but also to those who have left, so they can be supported to cope with risks.”
