Sancheong-gun Begins Preparing for Ministry of Agriculture, Food and Rural Affairs 'Rural Agreement' Contest... 30 Billion KRW if Selected
Establishment of Mid- to Long-Term Rural Spatial Strategy and Rural Living Zone Revitalization Plan

View original image[Asia Economy Yeongnam Reporting Headquarters Reporter Choi Soon-kyung] Sancheong-gun, Gyeongnam Province, is planning a mid- to long-term rural regeneration model reflecting regional characteristics and is challenging the ‘Rural Agreement’ public contest project promoted by the Ministry of Agriculture, Food and Rural Affairs.
On the 18th, the county held the ‘2021 Sancheong-gun Rural Agreement Signing Administrative Council’ in the county government meeting room, attended by Vice Governor Kwon Yang-geun and heads of various departments and divisions.
Starting from the council, the county plans to establish a rural spatial strategic plan and a rural living zone revitalization plan currently being developed through a service contract, while also seeking support measures.
In particular, to ensure selection in the rural agreement contest and smooth project implementation, the county plans to form an administrative dedicated organization, establish an intermediate support organization, and organize an administrative council and a rural agreement committee.
If selected and the agreement is signed, the county will receive 30 billion KRW in national funds over the next five years. Adding local funds, the total project cost will be about 43 billion KRW for the rural agreement project.
The rural agreement is a system where local governments take the lead in independently establishing development plans for rural living zones and then sign mutual agreements with the Ministry of Agriculture, Food and Rural Affairs. Subsequently, the central and local governments jointly invest and support necessary projects in a package to achieve the goals.
This project moves away from the previous single-project support methods such as rural hub revitalization projects, basic living base projects, Saetteul Village projects, and New Vitality Plus projects, and promotes these projects as a bundle.
Based on basic surveys and analysis of current conditions and circumstances of rural spaces, setting living zones for rural areas is expected to play a significant role in practical rural revitalization.
Earlier, in July last year, the county signed a business agreement with the Korea Rural Community Corporation, a specialized rural development agency, and the Gyeongnam Regional Headquarters for ‘Rural Agreement Plan Establishment and Preparation’ and began establishing strategic plans.
County Governor Lee Jae-geun said, “We will strive to discover projects suitable for our regional characteristics and establish project plans that actively reflect residents’ voices,” adding, “We will do our best for contest selection and project promotion through the rural agreement dedicated organization, administrative council, and rural agreement committee.”

Meanwhile, Sancheong-gun is promoting rural living zone development projects totaling 64.2 billion KRW, including ▲ 51 billion KRW-scale rural hub revitalization and basic living base projects, ▲ 7 billion KRW-scale rural New Vitality Plus project, and ▲ 6.2 billion KRW invested in the Saetteul Village public contest project.
