This event, held biennially, was scaled down this year to the minimum to prevent the spread of the novel coronavirus infection (COVID-19), unlike previous years when it was held on a large scale with city parades and reenactments of the independence movement.
Accordingly, the ceremony on this day was solemnly conducted, focusing on honoring the spirit of the independence movement with moments of silent tribute, flower offerings, and incense burning for the patriotic martyrs.
Hapcheon's independence movement was triggered in 1919 when local figures from Hapcheon brought the Korean Declaration of Independence to their hometown after it was announced.
Starting with the Samga Manse protest on March 18, Hapcheon's independence movement was carried out 13 times until early April, with tens of thousands participating, making it one of the most intense local 3.1 movements.

County Governor Moon Jun-hee said, “Although it is regrettable that this year's ceremony was simplified compared to previous years to overcome the national crisis of COVID-19, I hope this ceremony serves as an opportunity to honor the sacrificial spirit of the patriotic martyrs and to remind the residents of the noble spirit of the independence movement.”
