Joint Exercises Conclude... Verification of Wartime Operational Control Transfer Remains Inadequate
[Asia Economy Yang Nak-gyu, Military Specialist Reporter] The South Korea-U.S. joint military exercise, which began on the 8th, will conclude on the 18th, but evaluations suggest that the verification process for the transfer of wartime operational control (OPCON) was insufficient.
A military official stated on the day, "The South Korea-U.S. combined command post exercise, conducted in two phases since the 8th, is scheduled to conclude this afternoon, and a post-exercise debrief will be held tomorrow to review the results." The two countries planned to verify the conditions for OPCON transfer through this first half-year exercise. However, due to COVID-19, outdoor field maneuvers were not conducted, and the verification process was effectively not carried out.
Additionally, it is known that during this first half-year exercise, South Korean personnel used the command post inside the Joint Chiefs of Staff building in Yongsan-gu, Seoul. The Joint Chiefs of Staff personnel did not move to the B1 bunker within the Capital Defense Command, which they usually use during South Korea-U.S. exercises, as a measure to prevent COVID-19 infection. However, some have pointed out that not conducting the exercise in the optimal location simulating wartime conditions could cause various issues.
Following the defense ministers' meeting the previous day, the South Korea-U.S. announced that they "reconfirmed the OPCON transfer plan based on conditions." Furthermore, both countries directly assessed the first half-year exercise as "successfully and smoothly conducted," but did not mention whether the verification process for OPCON transfer was carried out. The emphasis on the "condition-based OPCON transfer plan" is interpreted as an indication that thorough verification must be completed before the transfer can proceed. It is also reported that South Korea hoped to include the phrase "accelerating OPCON transfer" in the meeting's press release, but this was not realized.

South Korea and the U.S. also did not mention whether there are plans to verify OPCON transfer during the second half-year joint exercise. Given that the COVID-19 situation has not yet stabilized, there is a growing expectation that verification may not be possible, making further delays in the OPCON transfer process inevitable.
