On the morning of the 17th, Choi held a head-shaving resolution ceremony in front of the National Assembly main building in Yeouido, Seoul, stating, "The government and ruling party have driven a big nail into the hearts of small business owners and self-employed by saying there is no retroactive application of loss compensation."
Choi said, "Small business owners and self-employed people suffered damages worth hundreds of millions of won and ended up in debt, but they simply followed the government's administrative orders naively," adding, "It was because of the belief that the country would somehow protect its people. That belief is the retroactive application of loss compensation."
He continued, "Retroactive application is the spirit of the constitution and the duty of the state and the National Assembly," emphasizing, "From today, I will make a last stand to defend the retroactive application. I will protect the lifeline of small business owners and the self-employed, which is the retroactive application."
Lawmakers Yoon Young-seok, Bae Hyun-jin, and Yang Geum-hee attended the head-shaving resolution ceremony that day.
