Gwangju City to Conduct Comprehensive Crackdown on Illegal Distribution of 'Gwangju Sangsaeng Card' Starting from the 16th
[Asia Economy Honam Reporting Headquarters Reporter Park Seon-gang] Gwangju Metropolitan City announced on the 15th that it will conduct a comprehensive crackdown on the fraudulent distribution of the Gwangju Sangsaeng Card from the 16th to the 31st.
Gwangju City plans to operate joint inspection teams and a resident reporting center in collaboration with Gwangju Bank, the operating agency, and analyze sales status by franchise. They will also conduct on-site inspections of suspicious franchises where multiple high-value transactions occur.
The targets of the comprehensive crackdown include ▲franchise stores registered as restricted businesses (such as gambling industries, large marts, department stores, entertainment establishments, etc.) ▲receiving gift certificates without selling goods or providing services (so-called ‘Kkang’) ▲receiving gift certificates through transactions exceeding actual sales amounts ▲refusing gift certificate payments or treating gift certificate consumers unfairly ▲franchise owners continuously purchasing gift certificates under another person's name and then exchanging them.
If fraudulent distribution activities are found as a result of the crackdown, appropriate measures such as cancellation of franchise registration, imposition of fines up to 20 million KRW, and corrective recommendations will be taken in accordance with the Act on the Promotion of Local Love Gift Certificates.

Jung Young-hwa, Director of the Civil Economy Division of the city, said, “The Gwangju Sangsaeng Card has recently exceeded 1 trillion KRW in usage, revitalizing local small businesses,” and added, “To promote the use of the Sangsaeng Card and establish a sound distribution environment, we ask that any fraudulent distribution activities be reported to the Fraudulent Distribution Reporting Center.”
