"Make Real Estate Reform a Core National Agenda... Do Not Use It as a 'Political Tool' (Comprehensive)"
[Asia Economy Reporter Lee Ji-eun] President Moon Jae-in defined the LH scandal as a "real estate deep-rooted evil" and emphasized the need to enact a Conflict of Interest Prevention Act and establish a supervisory body for speculation as part of institutional reforms to eradicate it. He warned the political circles not to use the LH scandal as a tool for political strife.
On the 15th, President Moon presided over a senior secretaries and aides meeting at the Blue House and said, "Our government has achieved the eradication of deep-rooted evils in various fields, but we have not dared to tackle the eradication of the 'real estate deep-rooted evil'."
President Moon stated, "Based on such reflection, with firm will and determination, the government will make the eradication of real estate deep-rooted evils and the establishment of a transparent and fair real estate transaction order a core national agenda during the remaining term and push it strongly," adding, "This is the realization of the candlelight spirit that gave birth to our government and the most important livelihood issue."
Targeting the opposition's allegations of 'private residence suspicions,' President Moon said, "I hope the political circles will not use this matter as a tool for political strife," emphasizing, "Although the government should take primary responsibility, this is a problem that our politics has long failed to resolve and a task we must solve together."
President Moon urged, "Please join us in swiftly enacting the Conflict of Interest Prevention Act and fundamentally reforming the system by establishing an organization to supervise abnormal real estate transactions and illegal speculation," and said, "I expect the National Assembly to respond to the demands of the people and the times by producing clear results through legislation."
At the same time, he emphasized that the February 4th measures must be pursued without wavering. President Moon said, "Public-led real estate supply measures for market stabilization must not be shaken under any circumstances," stressing, "The eradication of real estate deep-rooted evils and real estate market stabilization are two sides of the same coin."
He continued, "The government will do its best to ensure that the scheduled supply measures proceed smoothly as planned," and added, "I hope the National Assembly will accelerate legislation supporting the February 4th supply measures to help stabilize housing for ordinary citizens."
He also emphasized the recovery of people’s livelihoods. President Moon said, "Amid forecasts that the global economy is recovering faster than expected, our economy’s recovery timetable is also accelerating," highlighting that the revival of the shipbuilding and shipping industries due to government reconstruction policies is encouraging.

President Moon urged each ministry to enhance private sector vitality and investment momentum and speed up regulatory innovation so that the economy can recover to pre-COVID levels, saying, "Please make thorough preparations for the payment of the 4th disaster relief fund so that support can be provided immediately once the supplementary budget passes the National Assembly."
