Strengthening Response to Malicious Complaints with Recording Systems, CCTV, and Emergency Bell Installation

View original image[Asia Economy Honam Reporting Headquarters Reporter Kim Yong-su] Gangjin-gun, Jeollanam-do (Governor Lee Seung-ok) announced on the 15th that it will create an environment where civil service employees working at the main office and town and township civil service offices can work safely, in preparation for verbal abuse, assault, and accidental civil complaint incidents.
Starting in March, the county will operate a function that can record phone conversations. This was introduced to prevent malicious complaint calls (pranks, slander, threats, profanity, etc.), verbal violence, and obstruction of work, and to be used as evidence in case of future disputes.
The current recording system operated by Gangjin-gun includes about 300 lines covering the county office departments, civil service offices, and town and township offices. When the responsible staff deems it necessary during a call, they press the recording button, and recording starts with an announcement stating "The call is being recorded."
The recorded call contents will be strictly managed in accordance with the Personal Information Protection Act and other related laws, and will be securely managed to prevent leakage to others.
In addition, the county completed the installation of CCTV and emergency bells last year and is making efforts to improve civil service by creating a safe working environment for public officials, including deploying safety personnel who can respond on-site.

Cho Dal-hyun, head of the Civil Service Department, said, "The operation of the administrative phone recording system is not intended to intimidate or burden callers," adding, "Through the introduction of safety measures, we will ensure that both residents and public officials can provide smooth civil service in a safe and comfortable environment."
