'Gwanak-gu Cooperative Council' Starts Anew
Reorganized with 40 Members, Activation of Public-Private Cooperation Deliberation and Resolution... Realizing Innovation, Inclusion, and Cooperation in Gwanak as Core Operating Values of the 7th Elected Term, Promoting Sustainable District Development Together with Public and Private Sectors
[Asia Economy Reporter Jongil Park] Gwanak-gu (Mayor Park Junhee) held the ‘2021 Gwanak-gu Cooperative Governance Council Appointment Ceremony and 1st General Meeting’ on the 11th at the district office’s planning situation room.
The Gwanak-gu Cooperative Governance Council was established and operates in accordance with the ‘Basic Ordinance for the Activation of Public-Private Cooperation in Gwanak-gu,’ enacted and promulgated with the launch of the 7th local government administration. It aims to realize the core operational values of innovation, inclusion, and cooperative governance in Gwanak, and to promote sustainable district development through public-private collaboration.
This cooperative governance council was reorganized with a total of 40 members: 20 reappointed civilian members who have accumulated two years of cooperative governance experience, 10 new members selected through recommendations from the district council and open recruitment, and 10 ex officio members composed of Gwanak-gu department heads.
Over the next two years, they will deliberate and decide on matters related to the establishment and implementation of policies to activate public-private cooperation in Gwanak-gu, and discuss and determine key issues related to the activation of cooperative governance.
At the appointment ceremony, appointment certificates were presented to the 10 new members for 2021, and member Kang Jungwon was elected as the civilian co-chair, who will jointly represent the council with Mayor Park Junhee of Gwanak-gu for the next two years.
During the 1st general meeting that followed, reports on the ‘2020 Local Cooperative Governance Progress’ and the ‘2021 Local Cooperative Governance Plan’ were presented.
In the 2020 progress report, it was especially notable that Gwanak-gu was the first local government nationwide to hold a ‘live broadcast public forum,’ serving as a model for other districts seeking alternatives to face-to-face public forums amid the COVID-19 situation.
Additionally, a total of 26 public forums were held to discover and develop cooperative governance agendas, resulting in the identification of eight cooperative governance tasks, including ▲creating a Gwanak-style plaza culture ▲operating a Dream Market ▲constructing public nursing facilities.
These tasks will be carried out as cooperative governance projects in 2021 with support of 509 million KRW in city and district funds.
This year, the Gwanak Cooperative Governance Council plans to continue efforts to select cooperative governance tasks by discovering local issues that residents can empathize with through small-scale, agenda-specific visiting public forums involving more residents and deeper deliberation and public discussion processes.
Furthermore, they plan to build a dedicated online education space related to cooperative governance in Gwanak-gu, which anyone can easily participate in, to strengthen cooperative governance capabilities.

Mayor Park Junhee of Gwanak-gu stated, “We are striving to gather more opinions to realize innovation, inclusion, and cooperative governance, which are the core values of the 7th local government administration,” and added, “We will continue to do our best to create a livable Gwanak-gu by discovering various policies that everyone can agree on together with experts, civic groups, and residents from diverse fields.”
