Haenam-gun Implements Paid Compensation System for Recyclable Materials
[Asia Economy Honam Reporting Headquarters Reporter Kim Hyun] Haenam-gun, Jeollanam-do (Governor Myeong Hyun-gwan) announced on the 8th that it will implement a recyclable goods value compensation system, a resident-participatory resource circulation project, starting from the 15th.
This project, promoted as a Haenam-type New Deal project in 2021, allows residents to bring recyclable products and accumulate points by item, which can be exchanged for Haenam Love Gift Certificates.
To receive points from the value compensation system, residents must practice "emptying, rinsing, and properly separating" to ensure 100% recyclability by bringing items cleanly.
The system will be piloted at Haenam-eup Office until June, and plans to expand to the myeon (township) areas from July onward. Operating hours are Monday to Friday from 10 a.m. to 4 p.m.
The items eligible for point exchange include plastics (5 types), empty bottles (3 types), cans (2 types), used clothing, and paper (3 types), excluding soju bottles, beer bottles, and corrugated cardboard boxes which already receive bottle deposit refunds.
Haenam-gun produces 1,930 tons of recyclable waste, and after passing through sorting centers, the actual recycling rate is 1,137 tons (58.9%), with the remainder being incinerated or landfilled.
Through this recyclable goods value compensation system, the county expects to increase the collection rate of recyclables, reduce waste generation through proper recyclable waste disposal, and improve the rate of separated waste collection.
Additionally, through the "Smart Green City" project selected by the Ministry of Environment last year, called the "Resourceful Resource Circulation Village," an exchange center for recyclables will be installed within the eco-platform facility, and the resident-participatory resource circulation project will be continuously expanded.

Governor Myeong Hyun-gwan said, "The implementation of the recyclable goods value compensation system, aligned with the 2050 Jeollanam-do Carbon Neutral Vision declaration, is a practical measure to reduce waste generation and decrease carbon and fine dust emissions caused by incineration, responding to climate change. We hope many residents will participate to maintain Haenam’s status as a clean and pristine area at the land’s end."
