The amendment establishes the crime of child abuse homicide and stipulates that those who kill a child may be sentenced to death, life imprisonment, or imprisonment for at least seven years. This was prepared to impose heavier penalties on those who commit child abuse crimes resulting in the death of a child, as fatal cases of child abuse have continued to occur.
