Jongno-gu Introduces Intelligent Screening Surveillance System
Utilizing AI-Based Video Analysis Technology, Prioritize Display of Relevant Footage When Elements Pose Risks to Citizen Safety... Enables Monitoring Staff, Police, and Related Agencies to Quickly Assess Situations and Take Follow-Up Actions... Improves Public Security and Reduces Work Fatigue from Sequential Visual Monitoring
[Asia Economy Reporter Jongil Park] Jongno-gu (District Mayor Kim Young-jong) plans to complete the establishment of a ‘Selective Surveillance System’ at the CCTV Control Center by December this year, focusing on resolving local issues based on the introduction of an intelligent surveillance system.
The Selective Surveillance System is an intelligent service that uses AI-based video analysis technology to detect movements of people, vehicles, animals, and other objects appearing on the screen, and prioritizes displaying related footage to control personnel when elements are judged to pose a risk to citizen safety.
Unlike first- and second-generation intelligent monitoring, which extracts objects from CCTV footage and compares them with pre-input patterns to obtain results, this system applies ‘deep learning’ technology where AI learns autonomously, offering the advantage of improving object recognition rates.
Jongno-gu has been operating manpower surveillance 24 hours a day across the district using a total of approximately 1,730 CCTVs (as of December 31, 2020) for purposes such as crime prevention and illegal parking enforcement.
In particular, considering the district’s characteristics?being located in the city center with a large floating population, dense tourist attractions, entertainment districts, and shantytowns?the district has promoted the installation of new CCTVs every year to protect residents’ safety and create a community where people can live with greater peace of mind.
With the addition of the Selective Surveillance System, the district expects to greatly contribute to improving local security by creating an environment where monitoring personnel, police officers, and related organizations can more quickly grasp situations and take follow-up actions.
Besides effects such as crime rate reduction and increased arrest rates, it is also expected to minimize monitoring gaps caused by conventional sequential visual monitoring, thereby reducing worker fatigue and enhancing concentration.
Furthermore, the system will be fully utilized to minimize complaints by taking real-time guidance measures when illegal parking occurs around major tourist spots and to create a pleasant street environment by eradicating smoking in non-smoking zones.
Meanwhile, Jongno-gu achieved the great success of being selected for the ‘2021 Advanced Information Technology Utilization Public Service Promotion Project’ announced by the Ministry of the Interior and Safety, securing 600 million KRW in national funding to finance the system’s establishment.
Adding the district’s own budget of 400 million KRW, a total project cost of 1 billion KRW has been invested, reflecting the commitment to building a sustainable safe city. The district plans to analyze evaluation results later and consider expanding the system to newly installed CCTVs.

District Mayor Kim Young-jong stated, “The ultimate goal of this project, which integrates advanced information technology with CCTV, is to protect residents’ safety and create a safe community,” adding, “We will continue to explore various measures to improve residents’ quality of life and enhance urban sustainability by utilizing innovative technologies.”
