On the 15th, appearing on MBC's '100-Minute Debate' during the Democratic Party Seoul mayoral primary debate, Woo said, "I saw reports that housing prices in Gangnam fluctuated after Park Young-sun stated she would allow Gangnam reconstruction," adding, "I question whether this is appropriate for a Democratic Party candidate."
Earlier, in an interview with a media outlet, Park Young-sun mentioned that reconstruction and redevelopment in Gangnam should be partially allowed based on principles. She argued that current apartments are designed for the '1980s residential culture and nuclear families of four,' and redevelopment and reconstruction incorporating the concept of public community are necessary.
In response, Park said, "Ultimately, it is a matter of land prices, and the concentration phenomenon in Gangnam is the problem." She added, "The solution lies in my pledge of a '21-minute compact city,'" explaining, "We need to create many cities like Gangnam where people can resolve their daily lives within 21 minutes."

Park Young-sun's '21-minute compact city' pledge aims to satisfy demands for work, education, childcare, healthcare, shopping, leisure, and culture within a 21-minute transportation distance, based on a population of 500,000. The plan includes building vertical gardens in each of the 21 multi-nuclear dispersed cities to improve the environment and residential infrastructure.
