Jongno-gu Receives Prime Minister's Commendation for Strengthening Disaster Response Capabilities
[Asia Economy Reporter Park Jong-il] Jongno-gu (District Mayor Kim Young-jong) achieved the great honor of receiving the Prime Minister's Commendation at the ‘Field Action Manual Best Practice Competition’ hosted by the Ministry of the Interior and Safety.
The Field Action Manual is a guide that specifically records the action procedures of agencies directly performing tasks on-site according to disaster types, based on the ‘Framework Act on the Management of Disasters and Safety’.
In the case of Jongno-gu, to prepare a manual that is operable in actual field situations, they participated in customized consulting led by the Ministry of the Interior and Safety, analyzed the issues of the Jongno-gu cold wave disaster action manual together with private experts, and were highly evaluated for promoting revisions reflecting local characteristics.
Additionally, to prevent the spread of damage and promote early recovery in the event of a disaster, they devised a plan to reorganize 17 community service centers within the district as ‘emergency relief spaces’ for disaster victims during the initial phase of a disaster. This is to utilize them as disaster response base spaces, which are the starting points of initial response.
As part of this effort, in January of this year, ‘disaster kits’ were stocked at each community service center to enable immediate use of supplies in case of disaster. The disaster kits, consisting of 12 types of disaster response items, include emergency thermal blankets, hot packs, safety frontline markers, and dust masks.
Moreover, Jongno-gu operates a ‘Local Autonomous Disaster Prevention Group’ to strengthen private autonomous disaster prevention functions and respond swiftly to disaster situations. Following last year, 229 members from 17 neighborhoods are active this year, participating in quarantine efforts to prevent COVID-19 and safety inspections in cold wave vulnerable areas, contributing to the creation of a safe community.

District Mayor Kim Young-jong stated, “The Field Action Manual is an important guide to protect residents’ lives and property during actual disaster situations,” and added, “We will strengthen disaster response capabilities and prepare various measures to respond quickly at disaster sites.”
