[Asia Economy Reporter Kangwook Cho] The Ministry of Land, Infrastructure and Transport announced on the 9th that it will introduce a 'Cadastral Resurvey Project Management Mentoring' system to strengthen a field-centered support system and proactively respond to the increase in project volume and changes in policy environment.

The cadastral resurvey is a project that corrects the registration details of cadastral records such as land and forest registers, shared land registers, building right registers, cadastral and forest maps, and boundary point coordinate registers through cadastral surveying and land investigation in areas where the cadastral records created by the Japanese colonial government 110 years ago do not match the actual land use status, and digitizes national land information.

The cadastral resurvey project requires adjustment of interests among landowners during the project implementation process and must go through the review of the Boundary Determination Committee. Therefore, it usually takes about two years from organizing cadastral records by project district to registration. However, to handle the increasing annual project volume and prevent project delays caused by frequent changes of local government officials, more efficient and systematic project management is necessary.

Accordingly, the Ministry of Land explained that it has prepared a problem-solving mentoring system to seek support measures to prevent underperforming local governments by frequently checking project progress, share information such as best practices, and promote project activation.

The mentoring system implemented by the Ministry of Land is a one-on-one intensive support system where mentors (all former staff of the Ministry’s Cadastral Resurvey Planning Team) act as helpers to mentees (local governments) regarding the cadastral resurvey project.

The Ministry of Land plans to conduct one-on-one close mentoring from project initiation to completion by preparing step-by-step guidelines and perform stage-by-stage progress management to prevent underperforming project districts. In addition, by analyzing project monitoring results at least once a month and disseminating best practices and know-how to other local governments, it aims to achieve positive effects of the project. If necessary, related systems will also be reflected through amendments to laws and administrative regulations.

Nam Young-woo, Director of the National Land Information Policy Office (Head of the Cadastral Resurvey Planning Team), said, "Through the introduction of the mentoring system, we expect to support local governments implementing the cadastral resurvey project more systematically and contribute to protecting landowners' property rights by promoting the project with a sense of speed."
