Incheon Northern Branch of Ministry of Employment and Labor Arrests Construction Contractor for Violating Labor Standards Act
Alleged Wage Arrears of 47.65 Million Won to 14 Daily Construction Workers... 11-Time Offender
[Asia Economy Reporter Moon Chae-seok] A personal construction contractor who withheld wages of 47 million won from 14 daily construction workers has been arrested.
The Incheon Northern Branch of the Ministry of Employment and Labor announced on the 8th that it arrested a personal construction contractor, Mr. Lim, on charges of violating the Labor Standards Act by withholding 47.65 million won in wages from 14 construction day laborers.
Mr. Lim is accused of employing 14 day laborers at construction sites in Ganghwa-gun, Incheon, and Taean-gun, Chungnam, but failing to pay their wages.
He habitually withheld wages, including failing to pay approximately 120 million won in wages to 63 workers from 2009 to 2019.
He had a total of 11 prior convictions solely for violations of the Labor Standards Act.
Yang Hyun-cheol, head of the Incheon Northern Branch, explained, "This arrest was carried out as part of focused guidance on employers who deliberately and habitually withhold wages ahead of the Lunar New Year holiday."

Yang added, "Wages are a primary means of livelihood for workers, and wage withholding is an antisocial crime that threatens workers' livelihoods. We will continue to strictly hold employers who withhold wages accountable and actively work to protect the rights of affected workers."
