Due to the Impact of the Serious Accident Punishment Act... Completion of Shin-Kori Units 5 and 6 Delayed Again
[Asia Economy Reporter Joo Sang-don] The completion of the Shin-gori Units 5 and 6 nuclear power plants under construction in Ulju-gun, Ulsan, is expected to be delayed once again. This is due to the impact of the Serious Accidents Punishment Act.
According to the industry on the 7th, Jung Jae-hoon, CEO of Korea Hydro & Nuclear Power (KHNP), recently posted on his SNS, "Due to the enactment of the Serious Accidents Punishment Act, night work has been virtually halted, making it inevitable to adjust the schedule for Shin-gori Units 5 and 6."
Nuclear power plant construction is one of the largest construction projects with numerous tasks progressing simultaneously. Since it is necessary to comprehensively reflect manpower operations and equipment manufacturing status by each subcontractor, detailed discussions are currently underway to determine how much the period will be extended.
Previously, in June 2016, construction of Shin-gori Units 5 and 6 began with approval from the Nuclear Safety and Security Commission. The expected completion dates were March 2021 for Unit 5 and March 2022 for Unit 6. However, construction was suspended for about three months in 2017 during a public discussion when the progress reached 28%. Additionally, with the implementation of the 52-hour workweek system limiting manpower deployment, the expected completion dates were postponed to March 2023 for Unit 5 and the end of June 2024 for Unit 6. As of the end of January, the current progress rate is 64.73%.

KHNP anticipates that once the Serious Accidents Punishment Act, which allows for the punishment of management responsible for serious accidents such as worker fatalities, is enforced in January next year, night work will be virtually impossible. First, KHNP plans to thoroughly prepare in advance by assessing all work risks and supplementing or eliminating hazards, and to discourage work during vulnerable times such as nights, holidays, and near the end of shifts. They are also promoting measures to activate internal reporting related to safety, including encouraging the use of the whistleblowing program 'Green Whistle.'
