View original image[Asia Economy Reporter Kum Bo-ryeong] Former Seoul Mayor Oh Se-hoon has urged the government to create industry-specific manuals.
On the afternoon of the 6th, former Mayor Oh stated on Facebook, "Create distancing manuals by industry and business type that reflect the voices from the field."
Former Mayor Oh explained, "Today, the government announced that the operating hours restrictions for multi-use facilities will remain at 9 PM in the metropolitan area and be relaxed to 10 PM only in non-metropolitan areas. There are 570,000 small business owners and self-employed registered in Seoul alone. Once again, their desperate cries have returned as hollow echoes."
He added, "Most cluster infections occurred in detention centers, hospitals, and churches, and the infection rates in restaurants, cafes, and sports and performance facilities under strict regulations were not significant. Yet, while failing to properly manage quarantine in cluster infection facilities, other places are being tightened."
Former Mayor Oh criticized that the process of providing disaster relief funds to ease the pain of small business owners and the self-employed reveals an administrative convenience mindset. He said, "The Small Enterprise and Market Service under the Ministry of SMEs and Startups assesses disaster relief funds by calculating the number of regular employees based on the number of health insurance subscribers instead of the Enforcement Decree of the Labor Standards Act. As a result, despite taxes and complicated procedures, even good employers who enrolled part-time workers in the four major insurances are excluded from receiving support because they exceed the criterion of fewer than five regular employees. This is a case of being hit hard by a policy implementation lacking detail."

In response, former Mayor Oh emphasized the need to create social distancing manuals that reflect voices from the field. He said, "By brainstorming overnight with various business associations and creating manuals that reflect the time characteristics of each establishment, we can derive standards that maximize distancing effects while minimizing business losses. It is no longer the early days of COVID-19; after a year has passed, it is time to demonstrate precise administration strong in details."
