[Asia Economy Reporter Jongil Park] Yeongdeungpo-gu (District Mayor Chae Hyun-il) has opened and is operating ‘Takteuin Cheongnyeom Talk,’ an internal staff integrity and corruption reporting channel using KakaoTalk Open Chat, starting February 1st, the first of its kind among Seoul’s autonomous districts.
‘Takteuin Cheongnyeom Talk’ is an anonymous reporting channel for internal staff utilizing Kakao’s platform online chat service, Open Chat rooms. It is mainly intended to serve as a reporting window for violations such as illegal or improper orders, abuse of power, and bribery.
Since 2019, the district has unified the public official corruption reporting channels scattered across the Yeongdeungpo-gu Office website by establishing the ‘Public Interest Reporting Center,’ which has been receiving reports on public interest disclosures and violations of the Anti-Graft Act, among other integrity-related corruption reports.
Unlike the Public Interest Reporting Center, which is a PC-based reporting channel, Takteuin Cheongnyeom Talk uses KakaoTalk’s Open Chat rooms, one of the most widely used SNS platforms currently, allowing easy access to the channel through a simple search and enabling real-time reporting and feedback.
Additionally, the channel features 1:1 chat between the administrator and the reporter, ensuring security of the report facts and contents, and maximizes the use of anonymous profile functions, allowing reports without exposing personal information.
Any Yeongdeungpo-gu employee can report through Takteuin Cheongnyeom Talk on issues such as ▲ voluntary reporting of bribery ▲ third-party bribery ▲ abuse of power, and unfair treatment related to official misconduct. Reports outside these categories, such as improper budget use, will be transferred to the Public Interest Reporting Center for processing.
Employees wishing to report via Takteuin Cheongnyeom Talk can access ‘Chat’ in KakaoTalk, then enter ‘Open Chat’ for a new chat, and search for ‘Takteuin Cheongnyeom Talk’ in the search bar at the top of the Open Chat main screen.
When searching for Takteuin Cheongnyeom Talk, a participation code must be entered. The code password will be periodically changed and announced on the internal bulletin board.
This measure aims to prevent indiscriminate false reports, ensure strict confidentiality of report contents, and create a secure atmosphere for reporting with peace of mind.
Once a report is received, the Audit Officer will verify the facts in real time and proceed with direct investigation and handling.
