Despite continuous crackdowns such as guidance and fines on illegal advertisements, illegal activities have not been eradicated due to the economic downturn caused by the COVID-19 situation.
Accordingly, Seo-gu has prepared measures to eradicate illegal advertisements such as banners and balloon advertisements that spoil the urban landscape and, in particular, obstruct drivers' visibility, posing a serious threat to pedestrian safety, and decided to respond strongly.
First, the enforcement personnel have been expanded to form two teams of eight members on weekdays and two teams of seven members on holidays.
They plan to maintain a continuous maintenance and crackdown system 365 days a year on illegal outdoor advertisements such as banners, balloon advertisements, and streetlight banners.
In addition, they will actively respond by imposing fines on habitual and chronic violators and taking legal action.
Furthermore, balloon advertisements and streetlight banners that spoil the urban landscape will be maintained by major sections, and leaflets indiscriminately distributed in the Sangmu district entertainment area and lodging-dense areas will be jointly cracked down on with related organizations such as the police station.
In particular, starting this month, the illegal advertisement collection reward system will be expanded, focusing on places where guerrilla-style banner posting frequently occurs habitually.
Along with this, a campaign to eradicate illegal advertisements will be conducted using SNS and Seo-gu newsletters, which have recently increased in use due to the prohibition of gatherings caused by COVID-19.
A Seo-gu official said, "Illegal advertisements such as banners not only spoil the urban landscape but also pose a serious threat to the safety of pedestrians. Although it is true that the local economy is struggling due to COVID-19, illegal acts do not become legal because of this, so we ask advertisers to cooperate to establish a proper advertising culture by complying with legal matters."
