Comprehensive Government Innovation Implementation Plan and Discussion of Key Innovation Tasks by the Government Innovation Promotion Council Representatives
[Asia Economy Reporter Lim Cheol-young] The Ministry of the Interior and Safety announced on the 28th that it will hold the 1st Government Innovation Promotion Council meeting of 2021 online in a non-face-to-face format.
The 2nd Government Innovation Promotion Council, launched last October, is a pan-government public-private government innovation consultative body composed of experts from various fields such as companies and civic groups with rich field experience (private members), government innovation-related ministries (vice ministers), local governments (deputy heads), public institutions, and local public enterprises (representatives) (government members). The co-chairs are Minister Jeon Hae-cheol of the Ministry of the Interior and Safety and Joo Hyung-chul, former economic advisor to the Presidential Secretariat.
In this video conference meeting, the 2021 comprehensive government innovation promotion plan and the representative innovation tasks of the Government Innovation Promotion Council will be discussed.
This year, government innovation will be promoted in a direction that accelerates the transition to a digital-based government, enhances the completeness of the participation and cooperation foundation developed so far, and significantly expands public services with high perceptibility. Innovation in the working methods of the public service, such as proactive administration and data-based administration, will also be a key focus. Furthermore, the 7 major representative innovation tasks to be prioritized by the newly launched 2nd Government Innovation Promotion Council will be finalized. The representative innovation tasks were selected through internal discussions including council subcommittee and national forum team meetings, and representative meetings.
Among the representative tasks, the major tasks to be promoted include: discovering and spreading a face-to-face × non-face-to-face convergence citizen participation model; realizing carbon neutrality 2050 together with the public; and promoting the use of private data to solve social problems (tentatively named Public Interest Data). The proposers will participate in the meeting to explain the purpose of their proposals.
The task of "discovering and spreading a face-to-face × non-face-to-face convergence citizen participation model" involves developing and spreading a hybrid citizen participation method that connects small face-to-face gatherings and face-to-face meetings online. This was selected to overcome the limitations of non-face-to-face citizen participation centered in the COVID-19 era and to revitalize citizen participation.
The task "Realizing Carbon Neutrality (Net-Zero) together with the Public" was selected to create a virtuous cycle structure that forms a national consensus on carbon neutrality and uses it as a driving force for carbon neutrality promotion to achieve zero carbon emissions by 2050. The task "Promoting the Use of Private Data to Solve Social Problems" is expected to utilize ’Public Interest Data (tentative name)’, private data with high public interest introduced based on the experience of data use through public-private cooperation accumulated during the COVID-19 crisis response process, to solve complex social problems more quickly and transparently.
Going forward, the Government Innovation Promotion Council will continuously discover innovation tasks related to safety, environment, and other areas where citizens can feel small but tangible changes in their daily lives (tentatively titled Innovation Changing Daily Life) throughout the year and connect them to actual policies.
Minister Jeon Hae-cheol stated, “It is important that the results thoroughly discussed through the Promotion Council lead to outcomes that the public can feel,” and added, “We will actively support the Promotion Council so that it can play an important role in leading government innovation.”
