[Asia Economy Reporter Jong-il Park] Yeongdeungpo-gu (District Mayor Chae Hyun-il) achieved a Grade 1 rating in the '2020 Public Institution Anti-Corruption Policy Evaluation' conducted by the Anti-Corruption and Civil Rights Commission.
This is a historic achievement as the only basic local government nationwide to receive a Grade 1 rating for three consecutive years.
Only four institutions nationwide received Grade 1 for three consecutive years (2018?2020), and among them, Yeongdeungpo-gu is the only basic local government.
The 'Public Institution Anti-Corruption Policy Evaluation' assesses public institutions' voluntary anti-corruption efforts and has been conducted annually since 2002 to enhance the integrity level of the public sector.
In the 2018 evaluation, the district received high scores in areas such as establishing and implementing anti-corruption plans, eliminating and improving corruption risks, establishing a culture of integrity, and developing and spreading excellent anti-corruption cases, earning a Grade 1 rating.
In the 2019 evaluation, Yeongdeungpo-gu again achieved Grade 1 by receiving consistently high evaluations across seven areas, including expanding participation in integrity policies, establishing and operating anti-corruption systems, efforts to eliminate corruption risks, and spreading anti-corruption policies and achievements.
This year, a comprehensive evaluation was conducted on a total of 263 institutions, including central administrative agencies, metropolitan and basic local governments, city and provincial education offices, and public-related organizations, based on each institution's anti-corruption performance from November 2019 to October 2020.
As a result, Yeongdeungpo-gu demonstrated visible achievements in four areas: ▲establishing anti-corruption plans ▲creating and securing the effectiveness of an integrity ecosystem ▲spreading achievements in integrity administration and management ▲operating anti-corruption systems, achieving the remarkable feat of Grade 1 for three consecutive years.
Additionally, in the '2020 Anti-Corruption and Integrity Practice Excellence Cases' hosted by the Seoul Metropolitan Audit Committee, the case of 'Establishing and Operating Yeongdeungpo-gu's Anti-Corruption Feedback System through a Customized FHPA Diagnostic Program' won the top prize in the anti-corruption category. Simultaneously, the operation of the 'Resident-led Dong Integrity School' was selected as an excellent case in the integrity practice category, earning Yeongdeungpo-gu the honor of being the only district in Seoul to win two awards.
Last year, the district launched an Integrity TF team composed of employees from the relatively corruption-prone licensing and permitting sectors, striving for transparent and fair work performance.
Furthermore, the district has been fostering an integrity-based public service environment by conducting integrity education and hosting an Integrity Golden Bell quiz for internal employees, ensuring all staff empathize with and practice integrity. Externally, it has operated an integrity contest for residents, contributing to the spread of an integrity culture within the community.
