On the afternoon of the 20th, the Ministry of Science and ICT held the 15th New Technology and Service Deliberation Committee meeting and approved a total of four cases, including one proactive administration case, two temporary permits, and one regulatory sandbox case. This committee meeting was the first ICT regulatory sandbox review of the year.
First, NHN Payco received a temporary permit for a service that notifies and confirms various notices, previously sent by paper mail, via mobile. This is a task similar to the mobile electronic notification services previously approved for KT, KakaoPay, and Naver.
Under the current Information and Communications Network Act, there was no explicit legal basis for identity verification agencies to collectively convert resident registration numbers into linked information upon request from administrative, public, or private institutions, making mobile electronic notification services difficult. However, through this temporary permit, when there is a legal basis for collecting resident registration numbers and an obligation to notify, administrative, public, and private institutions can convert resident registration numbers into encrypted CI information through identity verification agencies and provide electronic notification services.
However, the deliberation committee requested that the applicant companies and user institutions faithfully comply with the technical and managerial protection measures for personal information to protect users, as presented by the Korea Communications Commission.
Kona I applied for and received approval for a temporary permit to apply a 'GPS-based app meter' to taxis, which calculates and charges driving fees based on GPS (Global Positioning System) location information, including time and distance. After confirming compliance with the 'App Meter Certification Standards (draft),' the business will commence. Specifically, it will first be introduced in the Incheon local currency (Incheon e-eum) app and conduct a pilot project targeting 1,000 taxis, with plans to introduce it in additional regions (such as Busan) after consultation with the respective local governments.
Evidnet applied for a temporary permit for a service that builds a medical data analysis platform within medical institutions and provides standardized statistical values when requested by customers such as research institutes or pharmaceutical companies. The Ministry of Health and Welfare provided a proactive legal interpretation stating that the 'statistical values' Evidnet intends to provide are anonymous information and are not subject to the 'Health and Medical Data Utilization Guidelines' or the 'Bioethics Act,' allowing the service to be provided without a separate temporary permit.
Rainfo Company received a regulatory sandbox exemption for a vehicle subscription and platform transportation service using rental cars. They plan to provide a premium mobility service that offers paid passenger transportation services to monthly subscription customers and general customers using luxury rental cars and assigns optimal vehicles through a mobile app.
The Ministry of Science and ICT also shared achievements marking the second anniversary of the ICT regulatory sandbox implementation. Since the system's implementation, a total of 252 cases have been received, with 208 cases processed. These include 118 expedited processes, 41 temporary permits (6 proactive administration cases), and 49 regulatory sandbox exemptions (5 proactive administration cases).
Additionally, among the 90 cases designated as temporary permits (41 cases) and regulatory sandbox exemptions (49 cases), 44 new technologies and services have been launched so far, including app meters, non-face-to-face mobile subscriptions, autonomous patrol robots, and mobility services.
Specifically, the mobile electronic notification service replaced and sent 50 million postal notifications with mobile notifications across 221 types from 51 institutions. The scale of notifications sent increased by 318% compared to the previous year. The estimated postal cost savings amount to 14.9 billion KRW. The mobile driver's license launched by the three major mobile carriers surpassed 2.09 million users. Non-face-to-face mobile subscription services introduced by Stage Five and KT each exceeded 23,000 activations after business commencement.
