Expanding Private Sector Participation in Land Readjustment... Increasing Jobs and Shortening Duration
[Asia Economy Reporter Moon Jiwon] The Ministry of Land, Infrastructure and Transport announced on the 21st that it will introduce the 'Cadastral Resurvey Responsible Agency' system to support the participation of small-scale private cadastral surveying companies in projects and expand job creation.
The cadastral resurvey is a project that corrects the registration details in the cadastral register and digitizes national land information through cadastral surveying and land investigation in areas where the cadastral register, created 110 years ago during the Japanese colonial period, does not match the actual land use status.
Until now, when the project implementers such as mayors, county governors, and district heads issued orders for cadastral resurvey surveying agency work, the Korea Land and Geospatial Informatix Corporation (LX) and private companies competed to win the contracts.
However, cadastral resurvey involves complex interests, resulting in many complaints from landowners, and the average project duration is about two years, which has led private companies to avoid participating. As a result, from 2012 to 2020, out of the 139.1 billion KRW budget invested in cadastral resurvey, private companies only won contracts worth 12 billion KRW (8.6%). Among the total 185 registered companies, only about three companies secured more than 80% of the contracts.
In response, the Ministry of Land, Infrastructure and Transport established the 'Cadastral Resurvey Responsible Agency' system to expand private company participation. This system involves LX and private companies forming a cooperative framework to jointly participate in projects. For each project district, private companies take full charge of single-lot surveying, while LX is responsible for handling more complex tasks such as boundary adjustments.
To promote the Responsible Agency system, the Ministry conducted a public recruitment targeting private companies from the 5th to the 20th of this month, resulting in 92 companies (49.7%) out of a total of 185 nationwide applying. This is a significantly higher participation rate compared to the previous annual average of 11 private companies participating in cadastral resurvey projects.
The government expects that about 21 billion KRW (35%) of this year's 60 billion KRW project budget for the preliminary cadastral resurvey project will flow into the private market. Through this, private sector jobs are expected to increase significantly, and the construction period for each project district is anticipated to be shortened from two years to one year.

Nam Young-woo, head of the Cadastral Resurvey Planning Team at the Ministry of Land, Infrastructure and Transport, stated, "By efficiently promoting projects through the Cadastral Resurvey Responsible Agency system, we will quickly resolve public inconveniences. We will also make every effort to ensure that related private industries are revitalized and contribute to job creation during project implementation."
