[Asia Economy Reporter Kim Bo-kyung] Among the 123 domestic construction accident prevention specialized guidance institutions, half, or 60 institutions, received failing grades in the Ministry of Employment and Labor's evaluation.
On the 13th, the Ministry of Employment and Labor disclosed the results of the technical guidance evaluation for 123 construction accident prevention specialized guidance institutions (hereafter referred to as guidance institutions) responsible for accident prevention tasks at small and medium-sized construction sites.
Construction contractors of small and medium-sized construction sites with contract amounts ranging from 100 million KRW to less than 12 billion KRW (150 billion KRW for civil engineering) must receive guidance from a guidance institution at least once every 15 days.
A Ministry of Employment and Labor official stated, "It is very important to objectively evaluate the guidance capabilities of each guidance institution and to induce improvement in their guidance capabilities through differentiated management based on the evaluation results."
The evaluation items for guidance institutions consisted of ▲appropriateness of technical guidance capability (200 points) ▲faithfulness of the technical guidance process (600 points) ▲technical guidance performance (200 points).
According to the evaluation results, one institution received an S grade with 900 points or more, 24 institutions received an A grade, 32 institutions a B grade, 37 institutions a C grade, and 23 institutions a D grade. Six institutions that returned their designation during the evaluation were excluded.
The Ministry of Employment and Labor plans to strengthen safety management guidance capabilities at small and medium-sized construction sites through differentiated measures based on the evaluation results.
Institutions with S, A, and B grades will receive additional points when applying for government-implemented private consignment projects and voluntary safety consulting projects.
Institutions with C and D grades will receive point deductions when selected as private consignment project institutions and voluntary safety consulting project performers. Additionally, construction sites guided by C and D grade institutions will be prioritized when selecting targets for safety patrols and industrial safety supervision.
In particular, during construction site supervision, the Ministry will focus on verifying the conclusion of guidance contracts with guidance institutions and whether appropriate guidance is being provided. If it is confirmed that accident prevention guidance duties have been neglected, strict measures such as suspension of the guidance institution's operations will be taken.

Park Young-man, Director of the Occupational Accident Prevention and Compensation Bureau, stated, "Thorough management of small and medium-sized construction sites, which account for the majority of serious accidents in the construction industry, is necessary," and added, "We will take measures to ensure that private institutions can provide efficient guidance for accident prevention at small and medium-sized construction sites."
