[Asia Economy Reporter Park Jong-il] Gwangjin-gu (District Mayor Kim Seon-gap) is set to actively promote the advanced business complex development project on the KT site around Guui Station (Jayang 1 Redevelopment Promotion Zone), a major core axis for regional development.
Approval of Jayang 1 Redevelopment Promotion Zone Management Disposition and Completion of Construction Notification... Construction Implementation
On December 3 last year, the district completed the final administrative procedures for the start of the Jayang 1 Redevelopment Promotion Project around Guui Station, including the approval of the management disposition plan and the construction notification.
Accordingly, construction is planned to begin in February, aiming to develop the area into a representative central district of the northeastern region.
This is the largest-scale complex development project in Gwangjin-gu, covering a total area of 78,147㎡ (approximately 23,640 pyeong), which will include the new Gwangjin-gu office building, 1,363 residential units, office buildings, accommodation facilities (hotel), retail and cultural assembly facilities, and other large-scale complex facilities.
The residential units will consist of 631 general sales units, 432 private rental units, and 300 SH Happy Housing units.
Notably, through the management disposition, the management authority Gwangjin-gu will directly receive the new office site (5,684㎡) as a donation.
The current Gwangjin-gu office building, completed in 1967, has deteriorated to the extent of receiving a safety grade D, and due to lack of space, two nearby buildings have been leased, scattering departments across multiple locations, causing inconvenience to civil petitioners and inefficiency in public administrative services, leading to significant resident dissatisfaction.
In response, since 2017, Gwangjin-gu has been promoting the construction of a complex building integrating the district office, district council, and health center, with a scale of 5 basement floors to 18 above-ground floors in the Jayang 1 Redevelopment Promotion Zone.
Gwangjin-gu and Project Implementer NCP (KT Subsidiary) Propose Regional Development Plan through Win-Win Agreement
Earlier, last month, Gwangjin-gu signed a business agreement with NCP (a KT subsidiary), the project implementer, to revitalize the frozen local commercial district due to COVID-19 and to establish a regional economic win-win plan.
Through the agreement, both parties agreed to attract KT’s excellent affiliates to the office facilities within the Jayang 1 Redevelopment Promotion Zone and cooperate for regional development.
Additionally, when hiring personnel needed for retail facilities, hotels, cultural and assembly facilities, and construction sites, jobs will be provided to Gwangjin-gu residents, contributing to local job creation.
In particular, to revitalize the commercial district around Miga-ro near Guui Station, which has been depressed due to regional hollowing out after the relocation of the Eastern District Court and Prosecutor’s Office in 2017, the agreement includes not installing a separate restaurant within the construction site but using nearby restaurants, and prioritizing contracts with companies within Gwangjin-gu when purchasing construction consumables, aiming to jointly promote the local economy.
Additional convenience spaces for local residents have also been secured. Originally, part of the retail space on the second basement floor of the new office building (approximately 445 pyeong), planned for KT retail facilities, will be opened free of charge for 30 years as a resident convenience space through persistent persuasion and consultation with the project implementer.
Kim Seon-gap, Mayor of Gwangjin-gu, stated, “Once the project is completed, the area around Guui Station will be developed into the nation’s first new-concept advanced business complex where public office spaces coexist with residential, cultural, and commercial facilities, serving as a leading center for regional development. It will become a new landmark of Seoul that residents can be proud of, revitalizing the local economy and creating abundant jobs, allowing residents to experience an upgraded Gwangjin-gu.”
Seoul City - Gwangjin-gu - KT Establish 5G ‘Smart Regeneration’ Testbed around Guui Station
With 20 billion KRW secured through Seoul City’s ‘Urban Regeneration Activation Area’ contest project, the district plans to develop the area around Guui Station into an ‘advanced industrial technology testbed’ based on 5G, a core technology of the 4th Industrial Revolution, linking the ‘smart regeneration’ with the advanced business complex development (Jayang 1 Redevelopment Promotion Zone) project.
Specifically, a ‘hyper-realistic production platform’ anchor facility will be established around Guui Station, where content creation, editing, experience, and YouTube filming using AR (Augmented Reality) and VR (Virtual Reality) will be conducted in one place. The plan is to open this facility for use by digital startups, entrepreneurs, and YouTubers to support creative activities.
Additionally, to improve accessibility to the Miga-ro Taste Street near Guui Station, an alleyway commercial district guidance system based on AR will be developed. An augmented reality experience space will be installed inside the subway station, and smart environments such as Crime Prevention Through Environmental Design (CPTED) will be created in nearby residential areas.
Kim Seon-gap, Mayor of Gwangjin-gu, said, “The area around Guui Station has great potential, as it features a food culture-specialized street within a general residential area with high foot traffic, alongside the Jayang 1 Redevelopment Promotion Zone KT site advanced business complex development. Seoul City, the autonomous district, and companies will work together to revive the depressed local economy and transform the Guui Station area into a distinctive themed street.”

He added, “With the start of construction in the Jayang 1 Redevelopment Promotion Zone and the acceleration of the East Seoul Terminal modernization project, the east-west development axis of Gwangjin-gu connecting Gangbyeon Station, Guui Station, and Konkuk University Station will be fostered, making this area a key hub in the northeastern region.”
