In the First Month of the Fine Dust Seasonal Management System, 5th Grade Emission Violations Decreased by 70%
Last December, an average of 2,605 cases detected daily... 70% decrease from 8,704 cases in 2019
[Asia Economy Reporter Moon Chaeseok] After the implementation of the fine dust seasonal management system at the end of last year, the number of detected cases of emission grade 5 vehicles decreased by about 70% compared to the previous year.
The Ministry of Environment announced on the 7th that the number of detected cases of emission grade 5 vehicles restricted from operation in the metropolitan area from December 1 to 31, the first month of the 2nd fine dust seasonal management system, was 54,698 cases (number of vehicles = 27,091 units).
On average, 2,605 cases were detected per day, which is about 70% less than the 8,704 cases during the emergency reduction measure operation restriction period on December 10-11, 2019.
The number of detected cases decreased by 42%, from 4,618 cases on the first day of enforcement to 2,399 cases on the last day.
An official from the Ministry of Environment explained, "As the operation restriction continued, the number of detected cases showed a decreasing trend."
Looking nationwide, the actual number of vehicles subject to fines is 20,345. Among these, 66%, or 13,434 vehicles, are registered in the metropolitan area.
Registered vehicles outside the metropolitan area were in the order of Gangwon (1,079 units), Busan (1,073 units), Gyeongbuk (847 units), and Daegu (666 units).
Incheon City and Gyeonggi Province exempt emission grade 5 vehicles that have not undergone low-emission measures from operation restriction detection if they apply for low-emission measures.
Incheon City does not impose fines if the low-emission application is made within 35 days before the fine imposition notification deadline, and Gyeonggi Province does not impose fines if the application is made by March 31, when the seasonal management period ends.
Seoul City refunds or cancels fines if low-emission measures are completed by the end of November.
Kim Seunghee, Director of Air Quality Policy at the Ministry of Environment, explained, "As the operation restriction is implemented, the effect of reducing detected vehicles is appearing."
