In a Q&A session with reporters, Governor Kim further explained the Busan-Ulsan-Gyeongnam (Bu-Ul-Gyeong) metropolitan special alliance to resolve the issue of concentration in the Seoul metropolitan area.
He said, "As the concentration in the Seoul metropolitan area has accelerated, we have realized that individual cities and provinces can no longer compete with the metropolitan area, and such situations have led to regional development plans. To implement concrete plans, it is important to establish a governance system called the metropolitan special alliance."
He continued, "The metropolitan special alliance does not mean governance only among administrative bodies," adding, "It is essential to gather opinions on what projects to jointly undertake with residents and citizens of Busan and Ulsan through not only the metropolitan alliance but also private joint promotion organizations."
Governor Kim stated, "If the metropolitan alliance is an immediate task, the administrative integration of Bu-Ul-Gyeong will be promoted as a mid- to long-term task," and predicted, "If public consensus is formed, Busan and Gyeongnam will integrate first as the first phase, followed by Ulsan."
Regarding recent claims that the Gyeongnam Provincial Office should be relocated to Jinju since Changwon City was designated as a special city, he clearly opposed the idea. He emphasized, "That issue is not up for discussion," and added, "The designation of a special city has nothing to do with relocating the provincial office, and raising such claims irresponsibly stirs conflicts among residents."
Concerning the vaccination plan, he responded that a vaccination preparation team will be formed in advance to inspect potential issues on site and prepare necessary measures.
