The compilation and writing of the white paper were centered around the White Paper Publication Promotion Team and the Ulsan Education Policy Research Institute. The promotion team, consisting of about 100 members including review committee members, advisory committee members, planning and general management team, data collection team, research and editing team, and review team, was formed at the end of June last year and operated from July to November.
The white paper summarizes the Ulsan Metropolitan Office of Education’s response process from February to September, and bases the COVID-19 outbreak situation and domestic and international discussions on information up to November 20.
The survey was conducted from July 9 to 11 targeting faculty, students, and parents, with a total of 26,593 participants. Expert interviews and consultations were held from August to September with education office officials, faculty members, and related experts who played key roles in the response process.
The 537-page white paper covers all sectors of the COVID-19 response process. It presents not only the achievements of the COVID-19 response but also the problems and improvement measures, as well as suggestions for the direction of Ulsan education after COVID-19.
Superintendent No Okhee emphasized in the foreword, “The publication of the COVID-19 white paper is to accurately record the response process to COVID-19, reflect on what we lacked, and ensure it is never repeated. COVID-19 is still ongoing, and even if it is resolved, our education cannot and should not return to the past. When the long tunnel of COVID-19 ends, education must be completely new.”
