Judicial Administrative Advisory Council Begins In-Depth Discussions on Supreme Court Appeal System Reform
[Asia Economy Reporter Baek Kyunghwan] At the first Judicial Administration Advisory Meeting of the new year, the Supreme Court discussed improvement plans for the appellate system, which it ultimately reviews, and agenda items related to this year's regular judicial personnel appointments. The Judicial Administration Advisory Meeting, composed of sitting judges and external experts, is a body established for judicial reform following the inauguration of Chief Justice Kim Myungsoo.
According to the court on the 5th, at the 11th regular meeting held at the Supreme Court the previous day, the Judicial Administration Advisory Meeting received a report from the Special Committee on Appellate System Improvement presenting a total of three improvement plans for the appellate system.
The Special Committee on Appellate System Improvement conducted a perception survey last month on 1,135 citizens regarding improvements to the appellate system, including options such as the appellate review system, a hybrid of the High Court appellate division and appellate review system, and a dual structure of the Supreme Court. The results showed that 84.9% of all respondents agreed on the necessity to improve the current appellate system.
Ahead of the regular judicial personnel appointments, advisory opinions were also presented on the selection criteria for eight different positions and specific candidates for appointment. The positions discussed included ▲ Family and Juvenile Specialized Judges ▲ Supreme Court Judicial Research Officers ▲ Judicial Policy Research Institute Research Fellows ▲ Judicial Research and Training Institute Professors ▲ Constitutional Court Dispatched Research Officers ▲ New appointments of High Court Judges ▲ Appointment of Support Court Chief Judges ▲ Selection of Long-term Service Judges.
Additionally, agenda items included ▲ The 2021 Supreme Court budget and fund allocation status and execution plans ▲ Future review plans for implementing the professional position system ▲ Research and review results from the Special Committee on Appellate System Improvement ▲ Proposals for the actualization of remote work ▲ Eight personnel appointment proposals related to the 2021 regular judicial personnel appointments.
