'New Year Gift' Will the Moon-Kim Summit Take Place?
[Asia Economy Reporter Lee Ji-eun] Lee Nak-yeon, the leader of the Democratic Party of Korea, proposed a summit meeting to Kim Jong-in, the emergency committee chairman of the People Power Party, drawing attention to whether Kim’s first meeting with President Moon Jae-in since his appointment will take place.
According to political circles on the 31st, if a summit meeting between Chairman Kim and President Moon occurs, there is growing expectation that solutions could be found for major issues such as the Serious Accidents Punishment Act, on which the ruling and opposition parties have conflicting views. The day before, Chairman Kim held a private meeting with Leader Lee and discussed matters related to the summit meeting. It is known that Chairman Kim said something to the effect of, "If there is something to discuss, let’s meet." Leader Lee also conveyed this message to the Blue House, expressing his intention to attempt a New Year summit meeting.
If the summit meeting takes place, it will be the first since Chairman Kim assumed his position as emergency committee chairman. If the summit meeting serves as a turning point to restore the dialogue channel between the ruling and opposition parties, which had been at odds over issues such as the Corruption Investigation Office for High-ranking Officials (CIO), there is a higher possibility that consultations on contentious issues like the Serious Accidents Punishment Act will be conducted.
However, it could also end up repeating the summit meeting controversy between the Blue House and the opposition party from last August. At that time, the Blue House claimed that Chief Secretary for Political Affairs Choi Jae-sung expressed an invitation to Chairman Kim during a visit, but the People Power Party (then the United Future Party) denied that the Blue House had officially proposed a summit meeting, leading to a dispute over the truth. Chairman Kim also stated, "There should be a defined topic to discuss," indicating he would not move forward without a specific agenda. If there is no concrete agenda this time either, the meeting may not materialize.

Leader Lee and Chairman Kim also discussed the Serious Accidents Punishment Act, the special law related to Gadeokdo New Airport, and the Public Officials Conflict of Interest Prevention Act, which are currently under discussion in the National Assembly’s Judiciary Committee. In particular, regarding the Serious Accidents Punishment Act, it is reported that a fundamental agreement was reached centered on government legislation concerning the Democratic Party’s goal of “processing within the session.” Chairman Kim asked Leader Lee to clarify confusion related to COVID-19 vaccination and also requested that lawmakers refrain from emotional legislation.
