The Reissuance Process for Librarian Certificates Will Be Simplified
Revision of Library Act Enforcement Rules to Enable Online Issuance
On the 31st, the Ministry of Culture, Sports and Tourism announced that it has amended the Enforcement Rules of the Library Act and revamped the related system to allow librarian certificates, which could previously only be applied for and issued via visits or mail, to be issued online. Starting next year, lost or damaged certificates can be reissued through the librarian certificate application and issuance system. This will be applied sequentially to new issuances (including renewals). An official explained, "Applicants prefer the existing printed form of the certificate issuance." The amendment also includes measures to simplify the librarian certificate issuance process. Previously, applicants had to submit a resident registration abstract directly when applying for new issuance, renewal, or changes in recorded information, but from next year, if the applicant consents in advance, this can be verified through the Administrative Information Public Use Service.
