Ministry of Land, Infrastructure and Transport Announces Standard Market Prices and Standard Norms for Construction Work to be Applied from Next Year
[Asia Economy Reporter Moon Jiwon] The Ministry of Land, Infrastructure and Transport announced on the 31st the standard market unit prices and standard norms for construction work to be applied from January 1 next year.
The standard market unit price extracts the construction costs by work type (material cost, labor cost, expenses) from actual construction projects and is used to estimate construction costs for similar projects. The standard norms present the number of personnel, material quantities, etc., used in common work types and methods, and are used to calculate the total construction cost by multiplying the unit cost per task.
According to the Ministry, out of a total of 1,797 standard market unit prices, 293 were revised through investigation, and the remaining 1,504 reflected changes in labor costs due to reduced working hours by applying price indices (producer price index, market wage) from the past seven months.
Construction site conditions were reflected by subdividing earthwork unit prices according to soil and construction conditions and separating highly variable material costs from window and tile work unit prices. It is estimated to have a 2.06% increase effect compared to the second half of this year (0.42% based on total construction cost).
The monthly operating hours and application standards for tower crane rental fees were clarified, and application examples were provided to improve the calculation of construction costs so that no costs are omitted.
In addition, the investigation cycle for 196 major unit prices, which have high volatility and are frequently used on-site, was shortened from 5 years to 2 years, and a 'continuous investigation system' to monitor unit price fluctuations continuously will also be established.
The standard norms reviewed and revised the appropriateness of 338 items out of a total of 1,333 items, reflecting industry investigation requests and other factors.
To further accelerate the decline in construction site accidents, new standards for calculating essential safety management costs at construction sites, such as safety railings and safety passage installations, were established so that ordering agencies can reflect them in construction cost details.
In response to the increasing demand for maintenance work due to facility aging, the existing standards focused on new construction were subdivided to suit the characteristics of maintenance work, and new standards for bridge facilities and sidewalk block replacement were also established.
Furthermore, to make the calculation of temporary and concrete pavement construction costs more realistic, Euroform material costs can now be calculated based on actual rental fees, and standards for large concrete pavement equipment (300kw-class paver) were also created.
