According to the Ministry, there have been 61 cases reported this year to the "Rights Violation Reporting Center" operated by the Korea Youth Counseling and Welfare Institute to prevent rights violations of out-of-school youth.
Reports of rights violations mainly concerned restrictions on eligibility for discounts at public and private institutions and participation in contests and competitions, which applied only to enrolled students.
To improve this, the restriction that only enrolled students could register as high school division athletes in shooting competitions was changed to allow out-of-school youth affiliated with Out-of-School Youth Support Centers to participate. Additionally, efforts were made to allow them to receive discounted rates at local cinemas and other venues.
This year, the pass rate for the qualification exam among out-of-school youth using the Out-of-School Youth Support Centers was 28.1%, and university admissions increased by 34.6% compared to the previous year.
