Gwangsan-gu, Gwangju Shares Happiness Policies at Citizen Participation Online 'Happiness Policy Contest'
[Asia Economy Honam Reporting Headquarters Reporter Lee Gwan-woo] Gwangsan-gu, Gwangju Metropolitan City, held the ‘Gwangsan-gu Happiness Policy Contest’ on the 23rd at the government office, broadcasted live online.
This contest, which explained policies contributing to citizen happiness and was chosen by citizens, was an opportunity for the 7th term of Gwangsan-gu’s administration to review the current status of happiness policies that have been the focus of district governance capabilities and to explore the future.
At the contest, Gwangsan-gu carefully selected and presented 7 projects out of 74 Gwangsan-gu happiness policies and 6 projects out of 28 Gwangsan Happiness New Deal policies, putting them on stage.
Thirteen project managers helped the understanding of 100 online citizen evaluators and on-site evaluators through 3 to 5-minute presentations via the YouTube channel.
The on-site evaluation panel included Professor Kim Kyung-ho of Honam University, Professor Son Myung-dong of Gwangju Women’s University, Beom Eun-kyung, CEO of Citizen Platform Nadeul, and Lee Ji-hoon, CEO of Daon Social Tree.
In the happiness policy category, projects that attracted citizens’ attention included ‘Creation and Operation of Youth Residential Independence Rooms’ providing shared living spaces to support youth independence, ‘Latte Papa’s Wise Parenting Life,’ a photo contest for fathers sharing childcare and housework, and ‘Establishment of Ice Pack Reuse Collection System,’ which reuses ice containers that saw a surge in consumption in the non-face-to-face era.
In the happiness New Deal category, notable projects included the ‘Walking Gwangsan Project,’ which creates favorable conditions for walking in daily life, the ‘Green New Deal Always Happy Project,’ which improves the quality of life for residents of permanent rental apartments, and the ‘Gwangsan-type Public Data Dam Construction,’ leading the government’s digital New Deal.
On this day, Gwangsan-gu combined the scores of the on-site evaluation panel and the online citizen evaluation panel equally to select three policies and six presenters with the highest scores. Plaques and rewards will be awarded to these policies and presenters.
Kim Sam-ho, Mayor of Gwangsan-gu, said, “I believe citizens have fully recognized the various administrative efforts for a happy Gwangsan at today’s contest,” and added, “For the foundation of safety and economy that the 7th term of Gwangsan-gu has firmly built, we will focus administrative capabilities so that each citizen can blossom their own happiness.”

During the 7th term, Gwangsan-gu has laid the foundation for citizen happiness policies by enacting the Happiness Promotion Ordinance, developing 100 happiness indicators, establishing a dedicated happiness policy department called the ‘Happiness Policy Officer,’ and conducting happiness surveys, while implementing various happiness policies to enhance citizen happiness.
