From 2024, a Residue Allowance Substance List Management System Will Be Introduced for Livestock and Seafood Products
[Sejong=Asia Economy Reporter Joo Sang-don] The Ministry of Oceans and Fisheries, the Ministry of Food and Drug Safety, and the Ministry of Agriculture, Food and Rural Affairs announced on the 23rd that starting January 1, 2024, they plan to implement the "Positive List System (PLS)" for five types of livestock products including fish, beef, pork, chicken, milk, and eggs.
The newly introduced PLS for veterinary drugs in livestock and fishery products sets a list of maximum residue limits for approved veterinary drugs, and applies a non-detection level standard (0.01 mg/kg) for substances not on the list. This system is promoted to prevent misuse and abuse of unapproved veterinary drugs and to strengthen safety management of imported livestock and fishery products, ensuring that the public can consume safe livestock and fishery products with confidence.
In the case of agricultural products, the PLS was first applied in December 2016 to tropical fruits and nuts/seeds, and expanded to all agricultural products in January 2019.
In addition to the major livestock products and fishery products to be applied from January 2024, the government plans to explore effective implementation measures through residue investigations for other types of livestock and fishery products and pesticide components. Separately, the Ministry of Food and Drug Safety decided to apply a uniform standard (0.01 mg/kg) from January 2022 for antimicrobials without established maximum residue limits to suppress the occurrence of antibiotic-resistant bacteria.

The government will strive to ensure the smooth implementation of the veterinary drug PLS for livestock and fishery products and achieve improved safety, while identifying and resolving anticipated issues in advance through consultations with farmers, fishermen, importers, and others.
