[Asia Economy Reporter Park Jong-il] Seongbuk-gu (Mayor Lee Seung-ro) was selected as the best institution in the ‘2020 Public Resource Opening and Sharing Service Local Government Performance Evaluation’ hosted by the Ministry of the Interior and Safety.
It ranked 2nd among all basic local governments nationwide and 1st among all autonomous districts in Seoul.
The Public Resource Opening and Sharing Service Local Government Performance Evaluation was conducted for the first time this year by the Ministry of the Interior and Safety. It targets 17 metropolitan and 226 basic local governments nationwide.
The evaluation criteria include public resource opening performance, improvement of resident services, and service satisfaction.
A Seongbuk-gu official emphasized, “Since the evaluation is conducted through actual user satisfaction surveys and service experiences by the national evaluation group, Seongbuk-gu being selected as the best institution reflects direct resident evaluations, making the result even more meaningful.”
Reflecting the geographical characteristics of many hills and slopes, Seongbuk-gu is actively promoting a parking lot sharing project utilizing idle spaces. Through agreements with apartments, multi-family housing, churches, and companies, parking lots have been opened for use by general residents. As of December 2020, agreements have been made with 75 locations, opening and sharing 1,274 parking spaces, thereby expanding convenience for residents.
Considering that the average cost to create one parking space in residential areas is about 100 million KRW, Seongbuk-gu has achieved a budget saving effect of approximately 130 billion KRW through parking lot sharing.
The disinfection supplies sharing service also received high evaluations. Since March, Seongbuk-gu has been providing disinfection supplies sharing services at all 20 neighborhood community centers and health centers.
It was noted that it is inefficient for ordinary citizens or stores such as restaurants to equip expensive disinfection supplies, and that safely managing disinfectants is difficult.
By the administration proactively opening shared resources for residents’ safety, it not only led to voluntary disinfection by residents but also responded proactively to the spread of COVID-19. The cumulative number of disinfection supplies rentals in Seongbuk-gu has reached about 3,000 cases.
In addition, Seongbuk-gu received good evaluations for promoting specialized sharing projects that residents can tangibly experience, such as operating the ‘Seongbuk Youth Living Development Center’ as a space for youth activities and the online platform ‘Seongbuk Public Data Platform’ based on information sharing.
Seongbuk-gu will also receive a government special grant of 80 million KRW according to this evaluation.
