KCCI Announces 33 Cases of Proactive Administrative Resolution with Rapid Confirmation
Immediate 'Business Feasibility' Without Sandbox Special Approval Process
[Asia Economy Reporter Changhwan Lee] The Korea Chamber of Commerce and Industry Sandbox Support Center announced on the 20th 33 innovation cases that were resolved through rapid confirmation and proactive administration without going through the sandbox special approval process.
Rapid confirmation is a system that checks whether there are any legal or institutional regulations on a business model. It is conducted before the sandbox special review. More than 50 government ministries must respond within 30 days regarding the presence of regulations. If there are no regulations, market launch is immediately possible. Through this, 23 businesses were able to commercialize immediately.
Among the innovation cases resolved this time, the collection of river waste using unmanned robotic ships is representative. Under current law, ships are required to have crew members on board, making it unclear whether unmanned ships can operate, but the authorities issued an authoritative interpretation that ships under 5 tons can be operated unmanned.
Autonomous delivery robots using vision sensors instead of video cameras have also started market testing. For object recognition, if a camera films unspecified individuals, prior consent for personal data use is required, but it was confirmed that using vision sensors does not fall under personal data usage.
The AI electrocardiogram (ECG) measuring massage chair is also a result of the rapid confirmation system. When an individual self-measures using the ECG measuring device attached to the massage chair, AI analyzes the measurement results and provides health advice and estimated diagnosis. If the values exceed risk thresholds, a hospital visit is recommended.
At that time, it was ambiguous whether AI could perform some medical acts such as providing health advice and estimated diagnosis. The rapid confirmation result answered that based on objective statistics, AI can provide health advice, estimated diagnosis, and guidance for hospital visits.
There were also 10 cases that entered immediate market launch due to proactive administration by public officials. The National Tax Service took the lead in improving regulations proactively, initiated preemptive legal amendments after sandbox approval, and proposed market expansion first instead of various additional conditions, showing a groundbreaking approach.
The AI liquor vending machine opens the refrigerator door when the consumer completes adult verification via facial recognition, and inside the vending machine, the consumer can pick up (Pick) and just take (Go) the item. It can preemptively block minors from purchasing alcohol and prevent ‘small business damages’ caused by intentional alcohol purchases through ID theft.
