Eunpyeong-gu Selected as the Nation's Best Local Government for Resident Participation Budget System
Selected as the Best Local Government in the Ministry of the Interior and Safety Nationwide Evaluation... Secured 160 Million Won... Positive Evaluation for Expanding Deliberation and Public Discussion and Online COVID-19 Response
[Asia Economy Reporter Jongil Park] Eunpyeong-gu (Mayor Kim Mi-kyung) was selected as the best local government in the 2020 Resident Participatory Budgeting System Excellence Local Government Evaluation conducted by the Ministry of the Interior and Safety, securing a special grant of 160 million KRW.
This evaluation was conducted by the Ministry of the Interior and Safety targeting 243 local governments nationwide to promote the activation of the Resident Participatory Budgeting System and spread excellent cases. Eunpyeong-gu received the highest score based on the total evaluation points including resident participation level and authority, composition and operation of resident participatory budgeting organizations, support for resident participation activities, and development potential.
In particular, the systematization of the resident proposal process based on the UN Sustainable Development Goals (SDGs) and the online implementation of policy task deliberation and public discussion processes to prevent the spread of COVID-19 received favorable evaluations.
Eunpyeong-gu is developing the participatory budgeting resident proposals from a project-centered approach to a task-centered approach aimed at realizing the UN Sustainable Development Goals (SDGs), moving towards creating a sustainable Eunpyeong.
Also, despite the difficulty of holding large-scale events and face-to-face public forums due to COVID-19, Eunpyeong-gu promoted online deliberations and online resident general meetings to realize the core values of the Eunpyeong-type resident participatory budgeting system, deliberation and public discussion. Through this, new possibilities for online resident participation were discovered, such as increased participation from residents in their teens and twenties who have easy access online and new residents.
Marking the 10th anniversary of the implementation of the Resident Participatory Budgeting System this year, Eunpyeong-gu has led the nationwide resident participatory budgeting system through various attempts for system development, and winning the Ministry of the Interior and Safety’s nationwide evaluation grand prize is the fruit of these efforts.
