View original image[Asia Economy Reporter Jongil Park] Yongsan-gu (Mayor Seongjang Hyun) has selected three outstanding public officials for proactive administration in the second half of 2020.
The honorees are Kim Myung-kyu, Urban Planning Team Leader of the Urban Planning Division (Grand Prize), Jung Yoo-jin, Officer of the Parks and Greenery Division (Excellence Award), and Yeon Seok-won, Officer of the Administrative Support Division (Encouragement Award).
Kim Myung-kyu (53) is a civil engineering public official with 27 years of experience. His main duties include the undergrounding of the Gyeongbu and Gyeongwon railway lines, urban regeneration of Yongsan Electronics Market, management of complex facilities in the Yongsan Park Maintenance Zone, and operation of the Urban Planning Committee. Notably, this year he drew attention by securing permission to use a selective screening clinic on the non-returned U.S. military concession site to help prevent the spread of the novel coronavirus (COVID-19).
The site is located in the area of Hannam-dong 670, with a usage area of 661㎡ out of a total 3,967㎡. Soonchunhyang University Seoul Hospital has been operating vehicle and pedestrian screening clinics there since September, with a maximum daily testing capacity of 300 cases. The spacious parking and waiting areas allow visitors to receive medical examinations comfortably. The efficiency of the medical staff’s work has also greatly improved.
Team Leader Kim said, “Our staff worked very hard due to COVID-19,” and added, “I would like to express my gratitude to our team members who worked tirelessly to expand the insufficient screening clinics and to the Ministry of National Defense, Ministry of Foreign Affairs, Ministry of Environment, U.S. military base, and Soonchunhyang University Hospital who actively cooperated with the district’s request.”
Jung Yoo-jin (female, 40) is a greenery officer with 18 years of experience. Her responsibilities include planning parks and green spaces, creating Yongsan Park and Hyochang Independence 100-Year Park, constructing the management office for Eungbong Neighborhood Park, and handling park donations related to private projects. This year, she also devoted herself to the district’s key project, the creation of the Lee Bong-chang Historical Park (Hyochang-dong 286-7).
Lee Bong-chang Historical Park commemorates Lee Bong-chang, who attempted to assassinate the Japanese emperor during the Japanese colonial period but failed and died for the country. The park covers an area of 484.4㎡. A memorial hall with one above-ground floor and a total floor area of 70㎡ was built on one side of the park. Officer Jung actively realized the district’s historical rectification project by changing the existing urban management plan from a small park to a historical park and laying the foundation for the memorial hall’s construction, earning high praise from the judging panel.
Yeon Seok-won (37) is an administrative officer who joined in 2010. He is currently responsible for security and safety management, cleaning, and vehicle management at the district office. In response to the spread of COVID-19, he paid close attention to disinfecting the office and preparing visitor logs, and introduced the city’s first “Caller Phone Number Visitor Management System” among Seoul’s autonomous districts, receiving positive feedback from residents.
The Caller Phone Number Visitor Management System was introduced to resolve the inconvenience of manual and electronic (QR code) visitor logs. Visitors to the district office only need to call a related number, and their visit records are saved on the district office server. The information is managed by being deleted immediately after four weeks.
The district received recommendations for outstanding proactive public officials in October, receiving 15 candidates (3 recommended by residents, 12 by departments), and proceeded through fact-finding, public verification, selection committee, and personnel committee review processes.
Outstanding proactive public officials receive incentives such as the mayor’s commendation, highest grade performance bonuses, priority selection for overseas training, recommendation for commendations from higher authorities, and priority allocation of vacation facilities.
In the first half of the year, the district also selected Park Sung-chul, head of the epidemiological investigation team, and officers Kim Hye-ri and Yoo Eun-ji as proactive public officials.

Seongjang Hyun, Mayor of Yongsan-gu, said, “Following the establishment of the proactive administration implementation plan earlier this year, we conducted pre-consultations, discovered best practices, and selected outstanding public officials,” adding, “Next year, we will reorganize the Environmental Patrol Team into the Proactive Administration Promotion Team to spread a culture of proactive administration within the organization.”
