Transformation of Bulgwangcheon Broadcast Culture Street and Eungam Station Area into Resident-Friendly Cultural Space... Created as a Safe Cultural Rest Area Addressing Crime-Prone Zones Due to Homeless and Intoxicated Individuals
[Asia Economy Reporter Park Jong-il] Eunpyeong-gu (District Mayor Kim Mi-kyung) is implementing a director-centered administrative responsibility system focused on work by eliminating departmental barriers and promoting communication and cooperation. This system is applied to tasks requiring interdepartmental collaboration, with the heads of relevant departments taking responsibility to create a working organizational culture during the 7th local government administration.
Accordingly, the Eunpyeong-gu Urban Construction Bureau selected the environmental improvement project for Sinsa Bridge and Eungam Station traffic islands?areas previously classified as crime-prone due to homeless people, intoxicated individuals, and street vendors?as a director-centered administrative responsibility project linked with the Bulgwangcheon Broadcasting Culture Street project. Since its implementation in 2018, the project was successfully completed in November this year, significantly improving the living environment for residents in the area.
In particular, the Eungam Station traffic island had lost its essential function due to the coexistence of long pines (Jangsong) and indiscriminate facilities. Additionally, the lack of secured traffic visibility at bottleneck sections exposed the area to constant traffic accident risks.
Moreover, the environment was extremely poor due to foul odors caused by illegal dumping of garbage by vagrants (homeless people, intoxicated individuals, street vendors, etc.), and there were numerous complaints demanding improvements to the safety concerns associated with this crime-prone area.
To address these issues, the district collaborated across departments, sought advice from external experts, and underwent design review by the Seoul Metropolitan Government. Through resident briefings and cooperative governance, the project aims not only to restore the essential function of the traffic island but also to create an open, resident-friendly cultural space. This space will be operated as a venue for various cultural performances such as EDM and DJing, busking, magic shows, and dance.

An official from Eunpyeong-gu stated, “Following the confirmation of Seoul City University’s 2nd campus within the Bulgwang Station Innovation Park site, the area around Eungam Station has been provided as a cultural rest space for youth linked with the Bulgwangcheon Broadcasting Culture Street project. Additionally, the nearby Yeokchon Small Park has been refurbished to offer resting spaces for socially vulnerable groups.” He added, “Next year, to proactively respond to the era of 50 million mobile phone subscribers, we plan to install ground-level traffic signals at crosswalks in this area to prevent safety accidents caused by mobile phone use.”
