Improving Resident Convenience by Issuing Up to 28 Types of Documents with One Application Form... Initial Consultation to Debt Adjustment Submission Period Reduced from 52 to 31 Days, 31% Decrease in Midway Dropouts
[Asia Economy Reporter Park Jong-il] Jungnang-gu (Mayor Ryu Kyung-gi)'s 'One-stop Document Issuance Service for Debt Adjustment' has achieved the honor of being selected for the Encouragement Award in Seoul City's Civil Service Improvement Best Practices.
The 'One-stop Document Issuance Service for Debt Adjustment' allows debt adjustment applicants to receive up to 28 types of documents with just one application form and a single visit to the community service center.
After consulting at the Seoul Financial Welfare Counseling Center regarding debt adjustment, applicants only need to bring the application form and ID to the local community service center to quickly receive 28 types of documents, resulting in high satisfaction among residents using the service.
The district explained that previously, when debt adjustment applicants visited the community service center, the complexity and volume of documents often led to missing paperwork, causing repeated visits and inconvenience. This also increased psychological burden on applicants, leading to more cases of mid-process withdrawal. Therefore, the one-stop document issuance service was planned.
In particular, for this service, continuous preliminary meetings have been held since February with practitioners including the Seoul Welfare Foundation, Seoul Financial Welfare Counseling Center, and community service center staff. In March, a business agreement ceremony for the 'One-time Issuance of Public Debt Adjustment Documents' project was held with the Seoul Welfare Foundation. Following this, starting in April, the one-stop document issuance service for debt adjustment has been expanded from a pilot at Myeonmok 4-dong Community Service Center to all community service centers.
Ryu Kyung-gi, Mayor of Jungnang-gu, said, “I am very pleased and honored that the one-stop document issuance service for debt adjustment was selected as an excellent case of civil service improvement in Seoul City. We will continue to strive to improve systems that cause inconvenience to civil petitioners and enhance convenience for residents.”

A district official stated that since the introduction of this service, the number of applicants withdrawing mid-process has decreased by 31% compared to before implementation, and the application period has been shortened from 52 days to 31 days, greatly increasing resident satisfaction. They added that continuous monitoring and improvements will be conducted to provide an even more perfect service.
