Yeosu City Council "Welcomes National Assembly Passage of Local Autonomy Act Full Revision Bill for the First Time in 32 Years"
Granting Personnel Authority to the Speaker and Allowing Recruitment of Policy Support Specialists
[Asia Economy Honam Reporting Headquarters Reporter Lee Hyung-kwon] The Yeosu City Council of Jeollanam-do (Chairman Jeon Chang-gon) welcomed the passage of the full revision of the Local Autonomy Act in the National Assembly plenary session the day before, stating that it "has taken a step closer to realizing resident-centered local autonomy."
The city council commented on the 10th, "The Local Autonomy Act has been revised for the first time in 32 years since 1998," adding, "The foundation for realizing true local autonomy is gradually being established."
The city council also stated, "By granting personnel authority to the chairpersons of local councils, they can fully exercise the council's inherent functions of oversight and checks and balances, and the introduction of policy support professionals is expected to improve legislative expertise."
In particular, it welcomed that "the granting of personnel authority was originally planned to be applied first to metropolitan councils but has been expanded to all local councils, including basic councils," saying, "An institutional foundation has been established to secure the independence and expertise of local councils."
The full revision of the Local Autonomy Act includes key provisions such as granting personnel authority to local council chairpersons, introducing policy support professionals, strengthening autonomous legislative power, and special cases for the composition of local government bodies, and is scheduled to take effect on January 1, 2022.
Earlier, the Yeosu City Council passed a resolution urging the passage of the full revision of the Local Autonomy Act at the 203rd extraordinary session in July and sent it to the National Assembly and the Blue House.

Jeon Chang-gon, chairman of the Yeosu City Council, said, "The full revision of the Local Autonomy Act is essential for realizing grassroots local autonomy," adding, "Since the foundation has been laid for local councils to play a greater role for residents, we will strive to lead the development of local autonomy through local councils in the future."
