Yongsan Haebangchon Parking Shortage Solved... Yongsan 2-ga-dong 47-2 Public Parking Lot to Become Multi-level
Construction of a Building with 1 Basement and 5 Above-Ground Floors, Total Floor Area 997.75㎡, on Existing Outdoor Parking Lot... Resident Convenience Facilities (Exercise Facilities, Multipurpose Room) to be Developed Together
[Asia Economy Reporter Jongil Park] Yongsan-gu Haebangchon (Yongsan 2-ga-dong) is one of Seoul's hot places. However, due to its high elevation and many old houses, vehicle use and parking are difficult. In particular, the parking lot occupancy rate is only 82.47%, which is 56% of the district average (147.2%).
Yongsan-gu (Mayor Seongjang Hyun) is starting the construction of a multi-story public parking lot at 47-2 Yongsan 2-ga-dong.
This is to alleviate the parking shortage in the Haebangchon area and improve residents' welfare.
The construction period is from this month until the end of next year, and a facility with one basement floor, five above-ground floors, and a total floor area of 997.75㎡ will be built here. The number of parking spaces will be 54, accommodating 28 more vehicles than the existing off-street parking lot (26 spaces).
On the 2nd and 3rd floors of the building, a 303㎡ convenience facility for residents will be created. The purpose was decided as exercise facilities and a multipurpose room based on a resident survey.
This project is part of Seoul City's '10-minute Neighborhood Life SOC' project, which aims to provide convenience facilities within a 10-minute walking distance for residents of old low-rise residential areas lacking basic living infrastructure.
The multi-story public parking lot construction in Yongsan 2-ga-dong was included in the 13 pilot projects announced last July.
Since then, the district has proceeded with procedures over one year and five months, including ▲feasibility study and city investment review ▲design competition ▲architectural review ▲Barrier-Free (BF) certification ▲urban planning facility implementation plan approval ▲mechanical parking lot safety certification ▲district contract review and construction/supervision contracts.
The total project cost is 3.8 billion KRW (2 billion KRW from the city, 1.8 billion KRW from the district).
A district official said, “Along with the facility construction, we will install a parking guidance electronic board toward Sinheung-ro, where many vehicles pass, to ensure no inconvenience in using the parking lot,” adding, “We will also refresh a 125m section of the road near the parking lot with design paving.”
This is not the first multi-story public parking lot project. The district also transformed the Hannam-dong public parking lot (728-27 Hannam-dong) into a multi-story structure in 2016.
The parking lot has three basement floors and three above-ground floors, with a total floor area of 10,586㎡. It can accommodate 250 vehicles (including 17 large buses) from the basement 3rd floor to the 1st floor above ground. This is more than double the existing flat parking space (103 vehicles).
On the 2nd and 3rd floors of the parking building, convenience facilities such as a small library, lifelong learning center, and multicultural family support center were installed, receiving positive responses from residents.

Seongjang Hyun, Mayor of Yongsan-gu, said, “Following Hannam-dong, we are undertaking the multi-story public parking lot construction project in Haebangchon,” and added, “We will continue to expand parking facilities for residents and visitors.”
