Goyang-si Issues 'Movement Restriction Administrative Order'... Level 2.5 Implemented
From the 8th, a 3-week '1.08 Million Goyang Citizens Emergency Pause' to be Implemented Concurrently
[Asia Economy Reporter La Young-cheol] Goyang City in Gyeonggi Province will raise social distancing to level 2.5 and implement strengthened 'Goyang-style distancing' for three weeks from 0:00 on December 8 to 24:00 on December 28.
Along with this, an 'Administrative Order on Movement Restrictions' containing guidelines such as compliance with quarantine rules by workers at nursing facilities in the jurisdiction, where recent cluster infections have occurred, was announced on the same day and will be enforced until February 14 next year.
According to the rules, nursing facility workers are prohibited from attending various small gatherings and events, and must follow lifestyle rules equivalent to self-quarantine outside working hours. Violations of the administrative order will result in penalties such as prosecution and claims for compensation.
Additionally, to supplement the shortcomings of handwritten logs, a free 080 number will be assigned to about 16,000 businesses to strengthen Goyang Safe Call entry management.
In connection with Seoul City's emergency social distancing measures, which reduce public transportation operation by 30% after 9 p.m., Goyang City plans to operate city buses and village buses flexibly to minimize inconvenience to citizens.
The existing ban on gatherings of 10 or more people remains effective until separately lifted, and to prevent infections among family members, contacts in confirmed patients' households are to be isolated individually as a principle. If not possible, Goyang City will maintain a policy of dispersed isolation in safe accommodations it operates.
The city stated, "We will do our utmost to respond to COVID-19 by establishing comprehensive measures, including preparing departmental countermeasures following the elevation to social distancing level 2.5," and urged citizens to participate in daily quarantine practices.
Meanwhile, following the government's elevation of social distancing to level 2.5 in the metropolitan area, the list of prohibited gathering facilities has expanded, and most general management facilities will cease operations after 9 p.m.
In addition to the five types of entertainment facilities, gatherings are prohibited at direct sales promotion centers, singing practice rooms, indoor standing concert halls, indoor sports facilities, and academies (including private tutoring centers). However, considering university entrance exam schedules, tutoring for entrance exams is allowed on a limited basis.
Major multi-use facilities such as movie theaters, PC rooms, beauty salons, arcades, reading rooms, amusement parks, marts, and department stores will stop operating after 9 p.m. Performance venues will implement two-seat spacing, bathhouses will limit occupancy to one person per 16㎡, and sauna and jjimjilbang facilities will be prohibited from operating.
Religious facilities are to conduct non-face-to-face worship, services, and masses as a principle, with participation limited to 20 people or fewer. Sports viewing will switch to no-audience games, and reservations for KTX and express buses will be limited to within 50% capacity.

Additionally, gatherings and events of 50 or more people are prohibited, and gatherings or appointments of 10 or more people are recommended to be canceled. School attendance must also comply with a density of one-third.
