Assemblyman Shin Jeong-hoon: "Prioritize Innovation Cities When Establishing New Public Institutions"
Representative Proposal of the Amendment to the "Special Act on National Balanced Development"
[Asia Economy Honam Reporting Headquarters Reporter Park Seon-gang] Congressman Shin Jeong-hoon (Jeonnam Naju·Hwasun, Democratic Party) announced on the 8th that he has taken the lead in proposing a revision to the 'Special Act on National Balanced Development,' aiming for national balanced development centered on innovation cities.
The revision requires that when establishing or newly approving public institutions, innovation cities must be given priority as the location for the headquarters or main office of the newly established public institution, and the location must be selected through consultation with the Minister of Land, Infrastructure and Transport and review and resolution by the National Balanced Development Committee.
Additionally, the National Balanced Development Committee is granted the right to request data from relevant central administrative agencies and public institutions every three years, including the number of employees necessary for investigating the status of public institutions located in the metropolitan area, local tax payment status, office location status, and other matters recognized by the National Balanced Development Committee.
The Participatory Government promoted the innovation city policy with the goal of national balanced development.
However, among the 133 newly established public institutions since the first relocation decision in 2005, 74 are located in the metropolitan area, accounting for more than half, which has undermined the purpose of the public institution relocation policy to local areas, and the results remain insufficient.
Therefore, there have been calls for the necessity of adequacy review related to the location of newly established public institutions to prevent indiscriminate site selection in advance.

Congressman Shin Jeong-hoon said, “It is urgent to secure consistency in government policies for completing the future of innovation cities envisioned by the Participatory Government and for the success of ‘Innovation City Season 2.’ To properly establish innovation cities as hubs driving regional growth, maximizing synergy among public institutions, companies, and universities is essential, so the introduction of a feasibility review system for the location of newly established public institutions must be institutionalized promptly.”
