Seongbuk-gu and Saejongam Saemaeul Geumgo Sign Agreement for Free Use of Youth Playground Space... 3-Year Extension of 2018 Free Use Agreement for a Total of 6 Years Free Lease
[Asia Economy Reporter Park Jong-il] Seongbuk-gu (Mayor Lee Seung-ro) announced that following the 2018 agreement with Sae Jongam Saemaeul Geumgo (Chairman Kim Seong-hee) for free use of youth play spaces, an additional agreement has been made for three years from 2021 to 2023.
Seongbuk-gu has established the nation’s first exclusive youth space called the ‘Youth Nolteo’ (Youth Play Space), where leisure and play for youth are prioritized, employing cultural arts majors as ‘play curators’ to manage and operate the space.
The first Youth Nolteo, ‘ㅁㅁ [Mieum Mieum],’ is located in Jongam-dong.
Youth Nolteo ‘ㅁㅁ [Mieum Mieum]’ is situated on the 3rd floor of Sae Jongam Saemaeul Geumgo. From the design phase, youth participated actively, and since its opening in July 2018, about 10 youth operation committee members recruited annually have been involved in everyday space design and management.
Moreover, youth have participated in and led various autonomous activities such as the first anniversary event, youth network parties, children’s rights events, and youth participatory budgeting. The space is actively operated as a ‘Youth Play Rights Space’ that promotes healthy peer communication and the culture of the right to play.
Lee Seung-ro, Mayor of Seongbuk-gu, stated, “We are grateful to the board of Sae Jongam Saemaeul Geumgo for donating idle space free of charge for Seongbuk-gu youth, which has expanded to Jeongneung and Jangwi-dong, creating opportunities to establish youth play spaces. This has also been highly appreciated by residents as a turning point in the status and role of Saemaeul Geumgo within the local community.”
In response, Kim Seong-hee, Chairman of Sae Jongam Saemaeul Geumgo, said, “Seeing the Youth Nolteo bustling with youth every day gives us great satisfaction in providing the space rent-free. Saemaeul Geumgo continues to strive to contribute to the welfare improvement of local residents.”

Seongbuk-gu plans to operate the center as a “NO-COVID Youth Nolteo” where youth can safely play even during the COVID era by strengthening quarantine measures, implementing a reservation system, and offering various non-face-to-face play methods to prevent COVID blues and support a new daily life for youth.
